The UNDP implements from Athens, Greece two regional projects: the Regional Centre for Public Administration Reform (RCPAR) and the Black Sea Trade and Investment Promotion Programme (BSTIP). The Black Sea Trade and Investment Promotion Programme is a joint initiative co-financed by the Ministry of Economy and Finance of the Hellenic Republic, the Ministry of Foreign Affairs of the Republic of Turkey, the UNDP and the Organization of the Black Sea Economic Cooperation (BSEC). As the first joint initiative co-funded by Greece and Turkey under the auspices of UNDP, the programme aims at supporting the regional economic integration process among the BSEC Member States: Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Serbia, Turkey and Ukraine. Its mandate is to support the expansion of intra-regional trade and investment links in the sub-region by identifying untapped investment and trade potential and putting in place the mechanisms to exploit it. The Regional Centre for Public Administration Reform is a five-year regional project launched by the UNDP Bratislava Regional Centre and primarily financed by the Hellenic Government. Through multi-country initiatives generated by network members and implemented in cooperation with UNDP country offices, the project aims at facilitating professional networking and cooperation between the countries in the region of Central and Eastern Europe and the Commonwealth of Independent States. Thematically, the Regional Centre focuses on strengthening capacities for policy-making and coordination; improving public finance management; enhancing organization and staffing in the public sector; and promoting public service delivery. UNDP sees the project as a major anchor for regional programming on public administration reform in the coming years.
